I have a large number of external users who are still flagged as "Pending User Activation". What is the best/fastest way to re-send multiple user activation emails to these users?

The best way would be to do it via the API Interface. You can build the API using Java/Python & execute it at one go. It will fetch all the users with Status as "Pending User Activation" & will trigger the email notification. Let me know if you need additional help, I have done this before.
