User can have multiple accounts, so we are using the Secondary Email as their 'real' email address and the Primary Email matches the userid (may not be capable of receiving email).
Is it possible to suppress mail to the Primary Email address if I am already sending to the Secondary?

Unfortunately, we are unable to suppress the Primary Email address and have the email notifications to only get sent to the user's secondary email address.
However, you can file a feature request at: ideas.okta.com.
