I installed iOS 12.4.9 update now my Okta Verify will not work. I uninstalled and reinstalled but same thing. It recieves the push but display will not stay open to accept the "Yes"

I have the same problem. After updating to iOS 12.4.9 Okta closes immediately after trying to open it.
You may have hit this issue which was discovered with the newest version of Okta Verify and iOS 12. Short-term solution is to revert to an earlier version of Okta Verify.

I have a user with the same issue but it's always redirecting to the AppStore to download the latest one...

and also when installing the latest one is asking to update to iOS 13 or latest, I have iOS 12.4 and latest OKTA verify APP and it worked for me.

The temporary workaround at the time of the issue was to downgrade to a previous version of Okta Verify.
But we have since released a new version (Okta Verify 6.0.4, and maybe even newer since then, I haven't checked) that should work with iOS 12 again, so you should be OK with the latest version of Verify.
But since iOS 13 and 14 are out, we can't continue to test with and support all versions, so it's a good idea to stay on current versions, though it may still work.
In the meantime, another workaround could be using the OTP from Okta Verify App instead of the Push Notification.

Okta Verify 6.0.4 for iOS is now available on the Apple AppStore and resolves this issue for you. Please go to the AppStore and update to the latest version.
Please note that we only officially support the last 2 iOS releases (which as of now is iOS 13 and iOS 14). If you're using an older version of iOS, it is encouraged that you update to a newer version to take advantage of the security updates.
