How to make an app visible to some, not to others, but still authenticate all users.

We have an application with a production and test environment. The production environment can be visible to all users and all users can authenticate to it.

The test environment allows all users to authenticate, but we do not want all users to have a chiclet for the test environment. There are some users who access the test environment who should see the chiclet.

 

Is it possible to have a configuration such that:

All users are able to authenticate through Okta to the application.

Some users have the chiclet in their portal.

Most users do not have the chiclet in their portal.

    In the test environment, I would hide the app from all and then create a book mark app, pointing to the hidden app, and assign it to the needed users. Does this help?
