Hello! I'm trying to make a rule that users can use Fastpass only for some apps. And I cannot understand how to do it. I see no ways to disable FastPass in the policy.

At this time there is no way to have that configured, once Fastpass has been enabled it will be available for all users and Org wide.
You can however add a feature request on out Idea section to have Fastpass added only to specific apps.
