Unlicensed users/accounts in 365

We have about 75 licensed users in 365 (various licenses from Business Premium to just Power BI) and we have 80 licenses (SSO,MFA,UD,LM) in Okta. We have several unlicensed users in 365 like meeting rooms, shared mailboxes etc. After Federating the domain, am I correct in assuming that we only have to provision the 75 licensed users to Okta? I dont want all the unlicensed accounts to take up licenses in Okta.

    Rooms and shared mailboxes dont need a license - just make these cloud only objects on the O365 side.

    As long as you don't need to authenticate anything with those room or shared mailbox accounts, then yes, only those 75 user accounts must be assigned to your Okta integration for O365. However, for instance, a few months ago we converted our conference rooms into Teams rooms, complete with in-room devices that actually sign into each room's mailbox to access the calendar to display information on the device's screen. Also, if you have any shared mailboxes that are being monitored by an application - our ticketing system monitors the inbox of dozens of shared mailboxes to automate the ticket creation and assignment process. In each of these cases, each mailbox's underlying AD account is enabled and used by the device/application to authenticate, and those accounts must also be assigned to the O365 integration in Okta.
