I've submitted a feature request for this. To my knowledge, you'll have to parse the XML manually and copy/paste the data from the XML into the SAML settings in your Okta IDP/application configuration. Reference https://ideas.okta.com/app/#/case/106379 and upvote it and/or comment

It would be a miracle if Okta did this. This feature request and similar ones have been submitted since 2016.

I am not sure why this is to be requested. This feature should have been built in 2016 when originally requested.
