Do regular accounts have Authorization Server's?

Im provisioning OIDC for my server and i need to create an authorization server on my account but under 'API' - i only see Token's and Trusted Origins. Am i supposed to see Authorization server if im a Super admin? Or perhap's non-dev account's don't have it?

 

Ive got the server talking to Okta with my Dev account and wanted to switch to the regular account - which has all my users.

 

If it is possible - please update this to show how to do it on non-dev accounts (https://developer.okta.com/docs/guides/customize-authz-server/create-authz-server/)

    You can create apps that use OIDC for authentication, but custom authorization servers require OAuth 2.0, which is only available if you subscribe to Okta's API Access Management package, available at additional cost.
