I am attempting to test with the Okta Access Gateway, using a developer account. I am following the instructions here:

I am to the point of configuring the Okta Access Gateway for Workforce Identity Cloud, at the "Use Workforce Identity Cloud as the IdP for Access Gateway" step , here:

When clicking "Not Validated," it says there is a "Server Error" and to contact support. After hitting F12, it shows me the following console error (excluding the errorId as I'm not sure whether it is secure to share that):

In my digging, it appears this means the developer account doesn't have access to a "Custom Authorization Server," found here:
I just want to verify this is accurate, and I'm wondering why that would be the case if the documentation instructs you to go about it in this way? If not, then I just need guidance as to what I may have done wrong.
