Is there a way to create a web app and prefill one of the option on the drop down
The first 2 fields are username and pw, third field has a dropdown selector with 2 options

Hi Qasim, you can use the the information provided in the following article to create a Template Plugin App grabing the selectors from the page where you need to inject credentials. For complex integrations please open a case with Okta support.

I don't think you can do this in Okta. SWA apps are very limited. They don't have an option for working with a dropdown menu.
If this is a publicly facing service provider and not some internal on-prem app, you should consider just opening up a support case and asking Okta to create an official app to add the OIN. Just provide them the URL for the login page and ask them to add it.
