This error is generated most of the time when somebody tries to authenticate with a set of credentials that doesn't exist on that particular org. If you enlarge the event that was generated for the failed attempt, you will notice that there is no display name or ID for that particular email address, which is the way trough which you identify this type of requests. If you have further concerns on this, please open a ticket with Okta Support for further investigations.
