We are trying to use Okta to directly access a video collection host through Vimeo. The collection is accessed through a shared URL that then requires entry of a password. Could this be set up as a Template App, entering a nonsense user ID and then only filling the password input element?

I tested this out and you can create new apps for private video collections with the help of the Bookmark App. Please follow the instructions from here https://help.okta.com/en/prod/Content/Topics/Apps/Apps_Bookmark_App.htm?Highlight=bookmark%20app and add the link of that collection. After that you will be able to assign that app to the desired users or groups. Having the password, they will be able to see the collection of videos.
