I have Okta Verify and SMS Authentication enabled in the Multifactor setup. In the Multifactor page I have Okta Verify required and SMS optional, but I want my users to see the Okta Verify screen by default. it's been defaulting to SMS and they have to change it to Okta Verify manually when they sign in. Is there any way to fix this?

There is no option for this. It defaults to the last factor they chose to use. There is no configuration item as an admin to make it default to a specified factor.
When you configure the multifactor policies to be required/optional/disabled, this is just for enrollment in those factors. So if you have a policy where Okta Verify is required and SMS is optional, they will be required to enroll in Okta Verify, but they will not be required to use it. The user could still use SMS if they choose, as you made it optional.
