If your users are Okta Mastered you can disable and delete their accounts at any time without an email being sent to them.
When it comes to AD or LDAP Mastered users, they need to be disconnected from their Source of Truth first, before you will have a possibility to delete their accounts. Yet neither of these actions generate an email which could be sent to your users.
