When switching from Active Directory being the profile master to Okta, does it cause issues with programs that are made to set account passwords in AD? What I am really wondering is if the password is reset in AD, will it reset it in Okta or does it now have to be reset with Okta since it is the profile master now?

What matters here isn't so much the profile mastery, but whether you have delegated authentication to AD. If you have delegated authentication to AD, then a user logging into Okta will have their credentials passed to your own AD environment for authentication. If that is the flow that's occurring, then changing the password directly in AD would take effect immediately and users could use the new password to login to Okta.
The other configuration you may have is to not have delegated authentication, but to rather use a password in Okta that is synced to your AD environment.
These configuration items can be found under Directory > Directory Integrations > Active Directory > Settings. There will be a setting for "Enable delegated authentication to Active Directory", and another for "Sync Password".
