Is there a way to enable 2fa when a person hits the OKTA portal? I know you can assign 2fa on the app level and I know you can force admins to 2fa on the domain.okta.com page.
However, I need 2fa before app tiles are shown.

To accomplish this workflow, you will first need to configure a Multifactor Authentication Policy:

Once you have an Enrollment Policy in place, you will need to configure a Sign On Policy that will prompt users to enroll and use the MFA you configured:
