When I click the "unlock user account" button, OKTA takes over 10 minutes to carry that function out. The user cannot log in till I unlock it again in about 10 minutes. I have users calling back complaining they cannot log in.

I was not able to reproduce this behavior in my Org with an Okta mastered account or an Active Directory mastered account. Would you mind testing this behavior with another browser? I used Chrome and Firefox, without any issues. Another thing to test might be to clear you cache and see if that helps. If this issue still persists please open a ticket with Okta support so we can look into this issue deeper to find a resolution.
