Looks like on our profile, we can use MFA SMS feature for phones in USA and Canada only. How can we enable it for other countries? Our offices are located in Europe, Australia, India, Japan etc.

Currently you cannot use SMS for MFA or account recovery because you don't have a feature enabled into their tenant. The feature is named International SMS and it's a GA feature which should be enabled by default if your license is covering it. To enable the feature you will have to reach out to your account executive and speak about the possibility of adding it to your subscription.
