    The SMS factor must be configured by the user. In order to confirm the phone number, the user will receive a unique activation code. This process could not be performed by an admin without having access to all of the user's phones.

    Not the phone numbers (well, you would need at least one), the actual phones. To register a phone number for SMS in Okta, you enter the phone number, then Okta sends a code to that number via SMS, then you enter the code into the Okta screen to prove that you received the text. You can't do that for your users unless you have their phone numbers AND their phones.
