You can use the App collection to call the "List Apps Assigned to User" endpoint ({{url}}/api/v1/apps?filter=user.id+eq+"{{userId}}"&expand=user/{{userId}}). Okta does have an early access feature (OKTA_USER_LISTS_FOR_AUDITING) that will allow you to run this report in the web GUI for a single user at a time.
