    Have you looked at WIF 4.5 (Windows Identity Foundation v4.5) - WIF is a set of dot net classes that a developer could use in his Web application to support claims based authentication (the entire Web Security framework, of which Okta only supports a select implementation of WS-FED). But you might be able to use a WS-Fed SSO to provide the fuctionality required.
