Expensify Provisioning Error: "Invalid JSON: Unexpected character ('<' (code 60)): expected a valid value"

Overview

Expensify provisioning flow fails with the following error visible in the Okta dashboard:

Automatic provisioning of user <user> to app Expensify failed: Error while verifying if user <user> exists: . Errors reported by remote server: Invalid JSON: Unexpected character ('<' (code 60)): expected a valid value (JSON String, Number, Array, Object or token 'null', 'true' or 'false')

Cause
The permissions of the account used for enabling provisioning are incorrect on the Expensify side, or the API Token used for creating the API connection is invalid. 
Solution
  1. On the Expensify side, verify that the permissions of the account used for enabling provisioning are correct.

  2. Go to Okta Admin Console and navigate to Applications > Expensify > Provisioning > Integration > Edit.

  3. In API Token, enter the API Token from Expensify.

  4. Click Test API Credentials, verify the connection was successful, and then click Save.

  5. Attempt the failed tasks again. Navigate to Dashboard > Tasks. Any failed assignments should appear under Tasks. Tasks 

  6. After identifying the failed task for the user that should be retried, click on Retry Selected.
