Okta Developer Org Deactivated Error When Accessing Developer Edition

Overview

Okta retired the legacy Developer Edition program, causing existing developer organizations to deactivate and display an error during login. Resolving this requires creating a new organization using the modern Integrator Free Plan and migrating any published applications. When attempting to log in to an Okta Developer Edition organization, the login fails and displays a deactivation page with the following message.

Cause

Effective July 18, 2025, Okta retired the legacy Developer Edition program. As part of this strategic change, Okta deactivates existing Developer Edition organizations. This initiative transitions developers to the new Integrator Free Plan, which better supports the needs of building and maintaining integrations with Okta.

Solution

How is the deactivated organization error resolved for all users?

Create a new organization using the modern free plan by navigating to the signup page and completing the registration process.

  1. Select the Sign up for Integrator Free Plan button on the deactivation page or navigate directly to the Integrator Free Plan signup page.
  2. Complete the registration process to create a new Okta organization.

 

How do Independent Software Vendors migrate a published Okta Integration Network application?

Email Developer Support to request a migration for an application that an Independent Software Vendor (ISV) previously published in the Okta Integration Network (OIN) and managed within a deactivated developer organization.

  1. Send an email to developers@okta.com after creating the new Integrator Free Plan organization.
  2. Include the organization URL of the old, deactivated developer organization and the URL of the new Integrator Free Plan organization in the email.
  3. State clearly that the new organization requires the published OIN application.

 

Standard Developers Must Recreate Configurations Manually

Okta does not restore legacy Developer Edition organizations and their configurations after deactivation, requiring standard developers to sign up for a new plan and manually recreate all configurations.

  1. Sign up for a new Integrator Free Plan organization to continue work.
  2. Manually recreate any applications, users, and configurations from the old organization in the new Integrator Free Plan organization.
