"Developer Org Deactivated" Error when Accessing Okta Developer Edition Org

Overview

When attempting to log in to an Okta Developer Edition organization, the user is presented with a page indicating that the organization has been deactivated. The page displays the following message:

Cause

Effective July 18, 2025, Okta has retired the legacy Developer Edition program. As part of this strategic change, existing Developer Edition organizations are being deactivated.

This initiative transitions developers to the new Integrator Free Plan, which is designed to better support the needs of building and maintaining integrations with Okta.

Solution

The resolution depends on whether the party is an Independent Software Vendor (ISV) with a published application in the Okta Integration Network (OIN) or a developer.

 

For all users

The first step for all users encountering this page is to create a new organization using the modern free plan.

  1. Click the Sign up for Integrator Free Plan button on the deactivation page or navigate directly to the signup page.
  2. Complete the registration process to create a new Okta organization.

 

For ISVs with a published OIN app

For an ISV with an application already published in the OIN and previously managed within a deactivated developer organization, a migration request for the application is required.

  1. After creating the new Integrator Free Plan org, send an email to developers@okta.com.
  2. In the email, include the organization URL of the old, deactivated developer org and the URL of the new Integrator Free Plan org.
  3. Clearly state that the published OIN application must be migrated to the new org. The Developer Support team will assist with the migration process.

 

For developers

Legacy Developer Edition orgs and their configurations are not recoverable after deactivation.

  1. Sign up for a new Integrator Free Plan org to continue work.
  2. It will be necessary to manually re-create any applications, users, and configurations from the old org in the new Integrator Free Plan org.
