Cause
When there are a total of 5 active integrations in the Okta Developer Edition Tenant, the Create App Integration option is no longer available, and applications set as inactive cannot be reactivated.
This is a limitation of the Okta Developer Tenant, which can only support up to 5 active applications at a time.
Solution
To reactivate an application that was previously set as inactive or create a new integration in the Developer Edition Okta tenant, one of the five active apps will need to be deactivated.
If more than 5 active apps are needed for testing purposes, upgrading the Okta instance is the only option.
