This article explains why deactivated applications are not visible on an end-user dashboard.

Solution

Deactivated applications do not appear on end-user dashboards. When an application is deactivated, it is no longer assigned to users. Consequently, the application tile is not visible, even if the application still exists in a deactivated state.
