If provisioning is enabled after the users were assigned to an application, the following error appears in the Okta dashboard:
User was assigned this application before Provisioning was enabled and not provisioned in the downstream application. Click Provision User.

After enabling provisioning in the app integration, the affected users can be manually reprovisioned by following these steps:

On the Assignments tab, search for the affected user. Unprovisioned users are identified with a red exclamation icon that can be selected to view the provisioning error.

Click the Provision User button and then OK in the dialog box that appears.
