Have both the user's primary and secondary email addresses (the secondary email should be the user's personal email address) filled in their Okta profile with a valid email address (an active mailbox that can receive emails). The activation email will be sent to both the primary and secondary email addresses on the user's profile once the user gets activated.
If the user is already imported within Okta, the user's password needs to be reset in order for the user to receive the activation link at their email address. If the user is brand new and already has a personal email filled in their Okta profile, they will receive the activation link right after the user is confirmed in Okta.
