This article is a guide about how to prevent Okta users from being automatically activated when importing from an application.

Solution
1. Go to the Provisioning tab of the Application in Okta.
2. Go to the To Okta tab.
3. Edit User Creation & Matching.
4. Uncheck the Auto-confirm new users and Auto-Activate new users from the Confirm new users section.
5. Save.
