Device Authentication on Android for many users

We have a situation where we need to provide access to a web facing application for some of our users. There are several hundred devices mounted in vehicles and many more users that could log on to any of these devices. Based on our risk assessment, authenticating the devices (with the ability to deactivate them if lost/stolen) would be a sufficient path for authorizing access to the app as a secondary factor, but Okta Verify with its inbuilt limit doesn't seem to be an option in this case. Enabling MFA on the devices for this app is unfortunately not an option, based on regulations around carrying their own phones and availability issues. Also unfortunately Biometrics are not an option.

Would anyone have an idea on how we could include a form of device authentication with our app access, preferably using Okta by itself?
