We have a use case where we want to give app admin owner for Application to allow resetting the Password and MFA for their customer. Is it possible to use Secure Partner Access for this requirement for CIAM platform.

Yes, it is absolutely possible to use Secure Partner Access (SPA) for this use case. In fact, this is exactly what the "Partner Admin" functionality within Secure Partner Access is designed to solve.
In a CIAM (Customer Identity and Access Management) context, SPA allows you to offload administrative tasks—like resetting passwords and MFA—to the people who are closest to the users: the App Admins or Partner Admins.
