I am currently looking for a way to detect if a MFA method is registered to multiple Okta accounts.
Is there an event in Okta that would record when a device has previously been seen on another account?

If you are referring to Okta Verify Enrollments, you might be able to get some useful information from the Okta Admin Dashboard under Directory > Devices.
In the case of non-Okta Verify enrollments there is no out-of-the-box solution for this. Even if syslogs would register some information on authentication events, it would be subject to data retention policy and would not be applicable retroactively for a reliable reporting method.
In the meantime, you can suggest a Feature Enhancement request on the Okta Community page by going to the Community→ Ideas tab. Features suggested in our community are reviewed and can be voted and commented on by other members. High popularity will increase the likelihood of it being picked up by the Product Team and it being implemented.
