I am looking at individuals access O365 and Okta. Everyone should have to authenticate via Okta to access O365. However for some individuals. I do not see anythings when I view thier logs, or systems logs. Is there a way to bypass this?

It sounds to me like you may have configured O365 as SWA. Generally, we only recommend SWA integrations for apps that do not support other integrations like SAML or WS-Fed. You can read more about it here:

For the O365, the WS-Fed integration is preferred. In this scenario, Okta would act as the identity provider, and you could set up more policies. It is also more secure than SWA. The following articles go into more detail about this:
