Is there a way to force users to enable Windows Hello when they enroll FastPass on Okta Verify, or can we skip the screen asking them to "Enable Windows Hello confirmation?" and go straight to Windows Security to create the biometric key?

You can force users to setup MFA at the first sign in using the enrolment policy for MFA and set the Windows Hello as required:

Hi Paul, MFA policies for Okta Verify do not force Windows Hello. There are also no options under the setup tab. I will raise a support ticket for this. Thank you
