We have a user whose laptop was built using a Microsoft domain account that verifies through Okta. They locked their laptop and when they returned were unable to sign in with the previously set password/PIN. We noticed a discrepancy between immutableIDs registered at Entra and Okta, but have correct the issue. The user is still unable to authenticate for Office use, or sign into their laptop.

Assuming federation is in place, I would recommend trying to reset the user's password from the Okta dashboard and have the user with the temporary password.
I would also recommend to review the system log to see if there is anything there that could indicate the reason why the user can not login into their laptop.
