SP ACS URLs can be entered into 'Single sign-on URL' section of SAML app . But we have a large scale of SP deployments and we cannot create a new okta app everytime a new SP is spun up . So , we are leveraging 'Other Requestable URL' section of the same app . But when we try to enter the same acs query url there we get following error - 'Requestable SSO URLs must not contain query or fragment parameters.' . We have already contacted the SP , they are hardcoding the value and it cannot be changed . Is there any sort of workaround we can do to have this acs url accepted in 'Other Requestable URL' section ?

The restrictions are hardcoded for the custom app configuration.
The only option I can think of is you discussing the matter with the SP and publishing the app to the Okta Integrations Network. During the submission process you can discuss the requirements with the integrations team to see if a custom version of the SAML app that allows entries they way you require can be implemented.
