Query Regarding Testing Number Challenge in Production
We have implemented GlobalProtect VPN and would like to test Okta’s Number Challenge 2FA feature in our production environment. However, I can't see an option to enable it incrementally or for a subset of users.
Is there a way to test the Number Challenge with a small group of users first, without enabling it for everyone? We want to ensure full functionality with our VPN setup before proceeding with a wider deployment.
Any advice would be greatly appreciated.

The Number Challenge can only be enabled for the entire org. You can read about it here: Number Challenge for Okta Verify.
If you are worried about its potential impact, you can enable it in a preview environment first to test it out.
If you have a paid account, you can suggest the option of enabling the Number Challenge for a user group on the Okta Community page by going to the Community→ Ideas tab. Features suggested in our community are reviewed and can be voted on and commented on by other members. High popularity will increase the likelihood of it being picked up by the Product Team and implemented.
