Hello @qgs7l (qgs7l) , thank you for contacting Okta Community.

Please try using a private browsing session, like Chrome's Incognito mode. Sometimes corrupted cookies can cause a 403 error to appear. If you gain access in a private browsing session, all you have to do is clear your cache and cookies in your regular browser.

However, if it is the result of misconfiguration, you will continue to see the 403 error in a private browsing window. If you have a second Super Admin user in your org that isn't affected by the changes you've made, you can use it to access the Admin Console and undo these changes.

Once all access is lost to an org's Admin Console, the only way to regain it is through a support ticket. Opening a support ticket is exclusive to paid accounts.

If you have a paid account, you can open a ticket at support.okta.com or by calling the support line (Customer Support Account ID number required). If you encounter trouble opening a ticket despite having a paid account, please reach out to your company’s assigned Account Executive or Customer Success Manager.

You may also create a new free trial or developer account. However, you will need to use a different email address. This limitation was set in place for security reasons.

If you only have a free account and are interested in upgrading to one of Okta's business plans, don't hesitate to contact our Sales team.

    Regards.

Hi, thanks for reply, yes other admins are also locked out unfortunately, so i created a new dev okta using my gmail but when i try to assign superadmin to a user im getting following error This is a protected action, requiring step-up authentication for verification. in User list section it's showing my status as Password reset but i logged in using Google so i didn't set a password. What should i do to be able to assign superadmin to a user in this case.

@qgs7l (qgs7l) A user would need to have a password and at least one MFA factor set up and functional in order to receive admin privileges. Without MFA, the user won't have access to the Admin Console of the org. If you have access to the Admin console with the Google-linked account, try to create another user in Directory > People and then assign super admin rights to that account.

      Regards.
