Previously in Okta Classic user/account was limited to register OktaVerify on 1 device at a time, with the upgrade to OIE we are seeing that more than 1 device can be registered. How can this be limited and/or set for only 1 device?

There currently is not way to limit the number (up to 10). This was also discussed in an older post.
That being said, a Feature Request is currently under review to allow limitations.
You can upvote it here. High popularity will increase the likelihood of it being picked up by the Product Team and it being implemented.
