I am trying to create a list of all applications that do not have anyone assigned to them ? I used to be able to see this in reports but not anymore. I only have the UI I do not use postman or api or anything

You should able to leverage the Current Assignments report from your Okta Admin UI for this use case.
From your Okta Admin Dashboard > Reports > Reports > Application Access Audit > Current Assignments.

Thank you for your reply. I used to use this report to get the user info but it doesn't contain the information anymore ?
I've review the report and indeed, it does not seem to provide the info you explicitly require. It only shows users that have assignments and what apps they are assigned to.
I haven't been able to locate an alternative, but I'll get back to you if I find one.
In the meantime, you can suggest this as a Feature Enhancement for the Reports side, on the Okta Community page by going to the Community→ Ideas tab. Features suggested in our community are reviewed and can be voted and commented on by other members. High popularity will increase the likelihood of it being picked up by the Product Team and it being implemented.

I don't recall that report and I don't currently find any report that would return the results you are wanting. I took a look at the apps export from Okta Rockstar Plugin to see if that would show the user count but it does not. If you you are not willing to leverage APIs then the only other option I can think of besides you looking at each app one by one would be to leverage Okta Workflows. You could create a Workflow to loop over all apps to figure out the number of assigned users. Not sure if someone already has a Workflow template for this or not but would be pretty simple to create but could take a hit on rate limits and performance on your tenant.
