We are still unable to exclude users from okta verification in O365.

The article you've linked refers to excluding users from MFA for the Okta org. A use case could be to allow low-risk employees to skip using MFA when accessing their Okta user dashboards.
When you want a custom sign-in experience for one specific app, we recommend a sign-on policy. You can read about it here:

I appreciate the feedback. What I am looking to do is to exclude a user from Okta in general. Can you please provide me with the steps to do so.
