okta support global managed app feature ? if yes then API rate limit count consider based on what criteria?
If okta support global managed app then end user API limit will be count based on API executed apart from which user has executed with same client id and secret but their own username and password or API count will be count based on client id and secret along with username and password also same while executing APIs ? Appreciate document link.
