Okta support global(public) managed app or not ?

Hi,

I am looking for answer if okta has support for global/public managed app or not ?

I have two users, one user has client id and secret, is it possible other user use this client id and secret and authenticated app with own username and password and can access APIs ? If no then what is the reason to not support this. Appreciate any document link.
