    I've been looking into this and similar reported issues that I found, ended up requiring in-depth review to see what exactly was causing this issue and got sorted out mostly with some samples provided by my colleagues from the Support Team. 

    I recommend checking in with the Workflows Discussion Group just in case they have something for this, otherwise, please open a case to work with the Support Team. They'll be able to access additional tools and resources to help you get to the bottom of it.
