I faced with issue during upgrade okta ldap agent to latest 05.21.00:
* rpm -Uhv OktaLDAPAgent-05.21.00-a3cb43329b1b_1.x86_64.rpm

rpmlib(PayloadIsZstd) <= 5.4.18-1 is needed by OktaLDAPAgent-05.21.00-a3cb43329b1b_1.x86_64
The issue observed on Centos 6 and Centos 7. Those OS were used for agent( we using 05.19.01 ).
Update of OS and download latest SW packages did not solve the issue.
I also tried Amazon 2023 and Alma 8.7 same issue was observed over there:

How we should install Okta Ldap Agents now? Which OS in allowed list ?

I've been looking into this but there does not seem to be any similar reports for this version.
What I've seen so far was related to "runtime error" and "error in polling loop", which is still being investigated by the internal team.
I recommend opening a case to have this investigated by the Support Team. They'll be able to access additional tools and resources to help you get to the bottom of it.
