screen lock settings out of sync with okta verify - Android

We have about 3000 users at our organization and we had temporarily enforced biometrics, until this broke access to an app. Months later, I have 2 users (out of 3000) that get prompted: screen lock settings out of sync with okta verify, Both users are on Samsung Android mobiles, same OS, different model. I located two other users with the same model and OS, they do not get prompted every time they authenticate to update their screen lock settings. Only our superadmins have the biometric requirement.

One of the users has uninstalled and re-enrolled their mobile. Same result persists. Any suggestions on where to go next would be appreciated.
