    The scopes should be there under the default Authorization Server. From the Admin Console dashboard, open the Security menu and go to API. Find the Authorization Server you need and click the Edit button. On the Scopes tab you will see the Add Scopes button. Both "email" and "profile" should be available to be added.

     

    If you need custom scopes, those may require additional features to be enabled. Features can be added for paid accounts only. You can find more details about it here.
