I am hoping to edit an existing Okta Global Session authentication policy to log a user out when their IP address changes. I found the setting that allows you to configure IP zones, but is there a catch-all option that will sign a user out any time their IP address changes?

This is not currently supported.
There is a security feature to Bind Admin Sessions to ASN and a pre-existing for Feature Enhancement request for non-Admin accounts to have something similar that might interest you.
Otherwise, you can suggest a feature specific to IPs on the Okta Community page by going to the Community→ Ideas tab. Features suggested in our community are reviewed and can be voted and commented on by other members. High popularity will increase the likelihood of it being picked up by the Product Team and it being implemented.
