Why target Id is unknown in Okta External IDP because it able to get correct display name from SAML response. I am sending SAML Response to okta with relay state. It correctly identifies first name, last name and email.

However, our best guess is that the issue is caused by a mismatch between users, if the user exists in Okta. Therefore, there is no ID to be associated with that username.
