I would like to provision Okta users to ServiceNow. I also do not want to enable SSO authentication with Okta.
The guide below says "t's assumed that you have already added a ServiceNow app instance in Okta and have configured SSO. See How to Configure SAML 2.0 for ServiceNow. For general information about adding applications, see Add existing app integrations." Is there a way to enable provisioning only without enabling SSO authentication?

Generally speaking, application Provisioning is independent of SSO.
I recommend just trying to set it up.
The only odd case I know, was for AWS where you had to enable some parts of Provisioning, so that SSO would work, but that is the opposite of what you are looking for, so I don't think it's going to be a problem.
